Cork City Flood Defence Scheme

From our discussions with the OPW we understand that the emerging preferred solution will involve the development of a combined tidal and fluvial forecasting system with provision of permanent and demountable defences. Permanent defences will likely involve a mix of flood walls and embankments depending on the conditions prevailing in specific locations.

We are advised that the assessment of options, and determination and detail of the preferred physical defences in specific locations i.e. permanent vs demountable, walls vs embankments, final positioning of defences, etc. will be evaluated having regard to technical, economic, social and environmental considerations. The Chamber would seek to ensure that the economic appraisal of options fully considers potential impacts (both positive and negative, short term and long term) on the business community within the project catchment area.     

Throughout our engagement with the OPW and Cork City Council on this matter, we have called for a phasing of the works to ensure they are planned and undertaken in a manner that does not unduly impact through access restrictions, noise, dust and other business impediments on businesses comprised within the flood defence area. As the flood defence design process is developed for individual locations we should be mindful of the lessons learned from the experience gained during the delivery of the Cork Main Drainage Scheme works in the City area.  

We have also urged the OPW project team to consider the integration of an effective flood warning system into the final solution. The warning system should be effective in advising those within the risk catchment of an impending flood event and its likely severity and impact. The warning system should also inform businesses of what measures should be taken by them to protect against residual risks of pluvial flooding.

Cork Chamber actively participated in the recent OPW public consultation on the preferred solution which took place from July 29th to  August 1st. Prior to this consultation we distributed information leaflets to key flood affected areas of the City to inform local businesses and residents about the consultation process so that they could fully engage with and influence this vital flood defence solution. Cork Chamber will continue to dedicate resources to ensuring the timely delivery of an optimal solution for Cork.
